individual agenda

  • Continue to negotiate with businesses to bring them into the city in a controlled manner and bring better jobs to the area
  • Continue to update outdated ordinances and make them relevant to the present city environment
  • Make it a point to continue with upgrading the infrastructure of our city and bring it up to date; water, sewer, storm water drains etc
  • Continue to fix and upgrade our city owned buildings so our citizens have a better experience when visiting and using them Examples: senior center, Library, Fire, Police and EMS buildings.
  • Continue to negotiate fair and equitable contracts for both the taxpayer and our employees in the future.
  • Continue to bring events to Vineland that will provide a better life experience and quality of living for the entire population of the city.

    Presently the City administration and council work well together to move our city forward and make it a better living experience for the citizens of Vineland, this will continue under a new term if elected. Always looking for new business and industry to increase opportunities for local people to get higher paying jobs. Continue to improve our recreation areas for a better experience for our elderly and youth. Work on a succession plan for key positions in the administration so retirements will not have a major impact on city services.

    I have had success in reaching out to the electorate and trying to help people with issues that they could not get resolved. I have had leadership experience in every position I have held in my life including the board of Education in Vineland, City Council, social Clubs and the teachers union when I was employed. I bring a down to earth attitude to fixing problems within the purview of my position. I have shown leadership as the President of city council while holding the position or just a member of the governing body. I am a person of detail and when there is a problem I work hard to find a fair and equitable solution to fix it.

    Paul is a retired educator for over 40 years of service. He has served as a Vineland City Council Member for over 12 years, four as the President. He has also served on the Vineland Board of Education for 3 years and chaired the finance committee.

    Paul is married to Josephine Orlando-Spinelli and has a son Paul F Spinelli and his wife Heather, who have two children Angelo and Stella his grandchildren.

    He graduated from Sacred Heart High School; His undergraduate work was at Mt. St. Mary’s University with a Bachelor of Science Degree in History Education and Political Science Graduating Cum Laude. He received his Masters Degree in Supervision and Administration graduating Summa Cum Laude from the University of Phoenix.

    Various positions held by Paul during his career were: Teacher, Principal, Vice Principal, member of the Vineland PAL board for 8 years, member of the Vineland Downtown Improvement District for over 12 years, Teacher of the year in 2002 in Atlantic City Public Schools, Senior Vice President of the Atlantic City Education Association for 8 years, Mentor teacher for over 12 years while helping young educators assimilate to the teaching profession while in Atlantic City Public Schools.

    Positions held in Youth Sports: Varsity baseball coach in Atlantic City High School, Coach in the Vineland Soccer Association for 4 years, coach in the Vineland Little League, Coach in the Vineland Mini Wrestling program, Basketball Interpreter 8 years, Secretary and Assigner for 28 years of the Cumberland-Cape May Board of Basketball Officials 196, College basketball official for over 10 years, Life time member of International Association of Basketball Officials, President , Vice President, President Elect, and Executive Board Member for over 12 years of the International Association of Basketball Officials, basketball official of the year on 2012 in the State of New Jersey and in the Basketball Hall of Fame in Springfield Mass., for being President of the Association.
